{"id":1903,"date":"2019-10-04T12:59:49","date_gmt":"2019-10-04T18:59:49","guid":{"rendered":"http:\/\/piketrails.org\/sandbox2\/?page_id=1903"},"modified":"2020-12-03T14:13:38","modified_gmt":"2020-12-03T21:13:38","slug":"2019-annual-meeting-minutes","status":"publish","type":"page","link":"http:\/\/piketrails.org\/sandbox2\/2019-annual-meeting-minutes\/","title":{"rendered":"2019 Annual Meeting Minutes"},"content":{"rendered":"\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; August 31, 2019<\/p>\n\n\n\n<p>The meeting\nwas called to order by President Bernie Mann at 11:15AM<\/p>\n\n\n\n<p>Officers:<\/p>\n\n\n\n<p>President \u2013\nBernie Mann<\/p>\n\n\n\n<p>1<sup>st<\/sup>\nVice President \u2013 Mike Bandera<\/p>\n\n\n\n<p>2<sup>nd<\/sup>\nVice President \u2013 Jay Mulholland<\/p>\n\n\n\n<p>Treasurer \u2013\nJon Klima<\/p>\n\n\n\n<p>Acting\nSecretary \u2013 Ann Erickson<\/p>\n\n\n\n<p>There were\n50 people in attendance representing 43 properties. Bernie said that the\nminutes for the last meeting and the Treasurer\u2019s report were posted on the wall\nand on the Pike Trails website. Jon Klima advised everyone to go to\n\u201cpiketrails.org and NOT do a Google search to get the up-to-date website.<\/p>\n\n\n\n<p><strong>OLD\nBUSINESS<\/strong><\/p>\n\n\n\n<p>Cows \u2013\nBernie said that there have been no problems with cattle straying onto Pike\nTrails so far this year.&nbsp; There are still\nfences that are down, especially on the NW perimeter of the ranch.&nbsp; This area is rugged and would require hiring\nhelp to do the repairs which would b e expensive. Results from the PTRIA survey\nare as follows: <em>\u201cTo what extent do you mind cattle occasionally coming onto\nyour property or to our common areas?\u201d<\/em><\/p>\n\n\n\n<p><em>A \u2013 No\nProblem \u2013 19<\/em><\/p>\n\n\n\n<p><em>B \u2013 Don\u2019t\nlike it, but I can tolerate it \u2013 30<\/em><\/p>\n\n\n\n<p><em>C \u2013 Keep\nthem out at all costs! \u2013 5<\/em><\/p>\n\n\n\n<p>Based on\nthese results, Doug Mayotte made a motion to not spend PTRIA funds unless there\nwas a major problem which would then be brought to the Board to decide\nappropriate action. Fred Wilson seconded; motion carried. <\/p>\n\n\n\n<p><strong>NEW\nBUSINESS<\/strong><\/p>\n\n\n\n<p>BUDGET\u2013\nTreasurer Jon Klima said that the budget for last year and this year was posted\non the wall. As of 8\/28\/2019, there is $16,521.38 in our checking account. Total\nDues received this fiscal year as of 8\/28\/2019 (80 property owners) is\n$12,020.00 &nbsp;&nbsp;Details are also available on <em>piketrails.org<\/em>.\nJon also noted that our PTRIA insurance company decide to stop writing\ninsurance in our area.&nbsp; Jay Mulholland\nnegotiated a new policy with State Farm for $1350\/yr for Liability covering the\nBoard, PTRIA owned properties, and our road grader <em>on PTRIA owned land only!\n<\/em><\/p>\n\n\n\n<p>PONDS \u2013 Jon\nalso reported that the ponds have been stocked with fish, and chemicals added,\nwhich made the water much cleaner.&nbsp; We\nstill need to drag the pond weeds before winter. Peggy Larson made a motion to\naccept the budget, Elaine Rocksted seconded, motion carried.<\/p>\n\n\n\n<p>ROADS \u2013 We\nfinally got some good moisture this Spring which relieved our drought status,\nbut combined with early freezing\/thawing\/drifting snow damaged some of our\nroads, specifically Badger, Antelope, and Deer to CR88, requiring immediate\nattention. Paul King was contacted to repair several sections of these roads,\nwhich he immediately did. Then, throughout June and July, we had 49 loads of\ngravel (3\/4 roadbase) spread at a cost of $12,620. <\/p>\n\n\n\n<p>THISTLES \u2013\nThere has been some concern that some of the thistles along our roads are\nCanada Thistles, which are a noxious weed that must be eradicated before it\novertakes the native landscape.&nbsp; Bernie\nsent pictures of our thistles to Marisa Neusil, the district manager of the\nTeller-Park Conservation District. She said that the Pike Trails thistles are a\nharmless variety called Platte (or Prairie) Thistles that are easily confused\nwith Canada Thistles.&nbsp; She also sent\nseveral brochures which Bernie passed around. Additional information is\navailable by calling Marisa Neusil at (719) 472-3671.<\/p>\n\n\n\n<p>HUNTING \u2013\nBernie explained that no hunting is allowed on any PTRIA owned\nproperty. &nbsp;Colorado law allows you to hunt on your own\nproperty with the proper license.&nbsp; <strong>BUT\nPLEASE DON\u2019T!!!! <\/strong>Bullets can travel up to a mile! Many homes and\ndomestic animals are in close proximity here on the ranch, plus deer feel\nprotected and are unafraid of us humans.&nbsp;\nThere are many nearby public lands available to hunt. In addition, if a wounded\nanimal travels onto an adjacent property, it is illegal to pursue it without\nthat landowner\u2019s permission. Be careful when target practicing on your own\nproperty.&nbsp; Exploding targets, tracer\nrounds and incendiary rounds are prohibited in Park County. <\/p>\n\n\n\n<p>SNOW FENCES\n\u2013 Snow fences, properly placed, are essential in keeping Pike Trails roads\nmanageable in the winter. Snow fence needs to be placed 75 to 100 feet from the\nroad to be effective. Bernie suggested that a snow fence \u201ccommittee\u201d be formed\nto assess and recommend our needs. Bill Jones, George Purnell, Mike Bandera and\nTracy Bandera volunteered to serve on this committee. <\/p>\n\n\n\n<p>ELECTION OF\nOFFICERS \u2013 The following residents were elected to serve 2-year terms on the\nPike Trails Board of Directors:<\/p>\n\n\n\n<p>President \u2013\nJay Mulholland<\/p>\n\n\n\n<p>1<sup>st<\/sup>\nVice President \u2013 Mike Bandera<\/p>\n\n\n\n<p>2<sup>nd<\/sup>\nVice President \u2013 Terry Johnson<\/p>\n\n\n\n<p>Secretary \u2013\nCindy Chew<\/p>\n\n\n\n<p>Treasurer \u2013\nJon Klima<\/p>\n\n\n\n<p>WORK DAY \u2013\nthe following residents volunteered to participate for a work day scheduled for\nFriday, Sept. 13<sup>th<\/sup>, and if needed, Saturday, Sept. 14<sup>th<\/sup>.:&nbsp; Mike Bandera, Bob Erickson, Bruce &amp;\nVonnie Mohr, Tom Ryan, George Purnell, Bobby Lopez, Eddie &amp; Loretta\nPachecko, Jackie Magee, Peg Larson, Bernie Mann.&nbsp; We hope to be able to dig out at least 2\nculverts, repair snow fences, and pick up trash.<\/p>\n\n\n\n<p>TAXES \u2013 Jon\nKlima and Bernie Mann went to Great Western Bank to negotiate a new CD last\nSeptember (the previous one had expired). The bank demanded a new \u201cEIN\u201d for\nPike Trails which must be obtained from the IRS. In the process of obtaining\nthis new EIN, the IRS said that PTRIA had not filed Income Taxes for the past\n19 years! (We didn\u2019t think we had to file because we are non-profit}. The IRS\ndemanded that we file Federal (hence State) Income Taxes for the past 19 years!\nAfter Bernie &amp; Jon got over the shock, they decided to hire a CPA in Canon\nCity to help get us out of this mess! The CPA filled out the required Federal\n&amp; State forms for the past FIVE years showing that no taxes were due along\nwith a letter to the IRS asking if these would satisfy their requirements.&nbsp; Several responses ensued, one of which was to\nask for a SIXTH year of forms which Jon &amp; Bernie prepared.&nbsp; We have not been informed of a disposition to\nthe CPA\u2019s request as of this date.&nbsp; Jon\nfiled current year forms in June, showing we owe nothing.<\/p>\n\n\n\n<p>MAIL BOXES \u2013\nMike Brandt said that the Post Office has requested that our mail boxes be\nreorganized by address (street, house number). Mike volunteered to do this task\nwhich would include repairing and replacing the framework holding the boxes.
