Also, the conditions of the roads may or may not be a determining factor in someone<br>purchasing property.<br><strong>Budget Allocation<\/strong><br>The ponds have an aerator system currently installed. The remainder of the expected life span of this<br>equipment will be looked into and that cost will be allocated for the replacement. Nadine looked into the<br>budget, there was money budgeted this year (2024) for the aerator system that has already been paid<br>for. Terry will talk to Jon Klima concerning the life span of the aerator system.<br>Current allocation for fish is $1200 annually. A suggestion is to have the ponds restocked every other<br>year instead of annually as currently done or cutting back the number of fish. This would allow more<br>money towards road repair. The cost of the fish is approximately $8.45 per pound, which is not many<br>fish. Based on the price, Nadine contacted another hatchery in Brackenridge that communicated they<br>do not deliver to Guffey. Scaling back for the fish purchase will be voted upon at the annual meeting, if<br>passed this would not start until next year (2025).<br>Nadine to look into the insurance that is no longer needed if\/when Grader is sent for scrap.<br><strong>Volunteer<\/strong><br>If a resident would volunteer to pick up the culverts it would save approximately $350 for delivery cost<br>for each load.<br><strong>Old Grader<\/strong><br>Estimated scrap value by weight was $3500 to $5000 from one scrap company. Terry will contact<br>Bonnies Car Crusher for a second estimate for scrap value. The estimated weight was 25,000 to<br>30,000 pounds.<br>Subdivision Road Repair Plan<br>All roads will be graded, after completion the roads will be reassessed to determine next highest priority<br>for further road work required.<br>Cost<br>$4500 has been allotted in the budget for road grading plus the carryover from last year. There are 17<br>miles of road, Scott Butz, Rock Movers Excavating estimated the time to be about 1 \u00bd hours per mile at<br>$150 per hour.<br>Summary of Road Repair<br>Grading of all main roads<br>Review the condition of all roads after grading<\/p>\n\n\n\n<p>Road Base as required.<br>Culverts (current cost (March 2024) 18\u201dx30\u2019 is $1235.<br>Priority Road Repair<br>The culvert on Elk Ln at the north end will be replaced using the spare culvert that was intended for the<br>ponds if it is long enough.<br>Priority for Grading<br>o Badger &amp; Badger Circle<br>o Trout<br>o Elk Ln<br>o Hawk<br>o Bobcat (will be graded up to at least Damian\u2019s driveway<\/p>\n\n\n\n<p><strong>Grading Priority<\/strong><\/p>\n\n\n\n<p>o Antelope (red road) by Elk Ln little work is needed.<br>o Antelope needs wash out repair, this will require extra time.<br>o Buck is in bad shape there is no estimate of the time required for repair.<br>o Deer to Cougar, the corner where it dips will need gravel and per Scott 1 load of gravel.<br>o Scott suggested to Ken if it may be an idea to rip the rocks at the Y on Doe to Ken\u2019s house as<br>they are getting bad. Ken agreed.<br>o Roads that will require little to no grading.<br>o Sky Hawk<br>o Stream<br>o Bear<br>o Fawn to Bobcat is not to be graded at owners request<br>o The intersection at 88 and Deer also Cougar and 88 has little to no drainage, Ken will<br>talk to Mike Smith, the County Road &amp; Bridge to find out if the county will repair these<br>areas, if not the association will repair. There are phone lines at each of these. If the<br>County will not do these Scott volunteered to fix this if the Association buys the culverts<br>at no charge.<br>o Bobcat will be a partial grading.<br>o The red road from Elk Ln will have minimal grading<br>o Coyote little to no grading<br>o Trout needs minimal work<br><strong>Tentative Initial Grading Schedule<\/strong><br>o To start beginning of May<br>o Tentative Grading Schedule<br>o Elk, Deer, Coyote<br>o Coyote to Fawn<br>o Elk at Red Road<br>o Badger &amp; Badger Circle<br>o Cougar<\/p>\n\n\n\n<p><strong>Gravel Costs<\/strong><br>Scott Butz found that it was more cost effective to have the gravel for the roads delivered on a<br>28-30 ton end dump truck. The cost would be $658 for an average of 28 tons which would be<br>$3.76 per foot vs a dump truck which would be $442.50 for an average of 15 tons which would<br>be $4.66 per. foot. Belly dump will be utilized for the main roads. End dump will be used for side<br>roads because the belly dump truck is too large to be able to turn around on the side roads.<br>The gravel will be delivered to his property. He will use his dump truck to spread the gravel on<br>the roads. Scott will need several weeks ahead of time to order the road base.<\/p>\n\n\n\n<p><strong>Motion<\/strong><br>Ken motioned to grade Fawn, Bobcat, Doe, Elk, Deer, Badger, Badger Circle and Hawk. The cost does<br>not exceed $4500. Terry seconded the motion.<\/p>\n\n\n\n<p><br><strong>Other Discussions<\/strong><br>Communication to Dues Paying Residents.<br>Email communication is faster than mail or posting on the mailbox post which is not always seen. Ken<br>will create an email distribution list using the email addresses from the residents who have paid their<br>dues. This will be created to not show the individual emails. The email blast will have the schedule for<br>the road grading. Discussion on placing the notices also on the mailbox posts in a plastic sleeve.<\/p>\n\n\n\n<p><br><strong>CD<\/strong><br>Nadine talked about the CD, which accrued interest on March 1 st . The new maturity date will be June<br>1,2025. Per the by-laws the interest is to be placed into a second account for emergency situations.<\/p>\n\n\n\n<p><br><strong>Father\u2019s Day Potluck<\/strong><br>The annual Father\u2019s Day Potluck will be held on Saturday June 15 th and the rain date will be Saturday<br>June 22 nd . The time will be determined before the email blast is sent out. This will be sent out in an<br>email blast and posted on the mailbox posts and will request a RSVP. The cost of the food for the<br>potluck is not allocated in the budget.<\/p>\n\n\n\n<p><br><strong>The Bids for Road Maintenance<\/strong><br>To let the residents know who bid and the amounts of each bid. Ken will include the names and the<br>amounts for each bid and that due to cost the RFP could not be awarded to anyone. Decision was<br>make to address this large scope of work in small sections\/chunks based on our available funds and<br>priorities.
